Long into Madison’s retirement, there was a debate in Congress about a tariff dealing with regulation of commerce and whether or not it was constitutional. He wrote public letters affirming that regulation of commerce in the NATIONAL interest was the main reason for adopting the Constitution in 1787. Anyone questioning him about something being constitutional could be met with any of these questions.
